As for the other levels, use a stuff with your budget. Eat at least one from each category (Damage, RET or Survival, 12/6) to be the most effective. Moreover, with a small amount of starting, it is also quite possible to evolve progressively. Start with a set of low cost equipment, do some quests, add items and get over time objects to variants. As a player without much income do not resell your stuffs! They will serve you later, or in variants.
